Feature update: Formatting toolbar on bulk emails

As a further update to Emails, we've added a formatting toolbar to bulk emails. You can now apply basic formatting to the custom notice without manually coding HTML.

Bulk emails can be created from:

• Filtered Registrations view
• Edit Program page
• Filtered People view
• Abandoned Registrations / Waitlist page
