In order to ensure consistency across all the max capacity fields in the system, we've changed the meaning of zero when it comes to program max capacity so that it no longer signals that a program has no max capacity. Effective today, the changes are:
1. A value of zero now means zero spaces available in the program
2. A value of blank now means no max capacity, or unlimited spaces available in the program
All existing zeros that were entered in program max capacity have been automatically converted to empty so there is no action needed in order to correct any existing programs.
